Questions to Ask Your Asbestos Specialist

Although asbestos removal is a highly regulated industry in Australia, there are still individuals who claim they can carry out asbestos removal without holding the appropriate licence. This can create serious risks for property owners who may not realise the difference between proper licensing and basic training.

It is important to understand that an asbestos removal certificate is not the same as an asbestos removal licence.

In Western Australia, a Class B Asbestos Removal Licence is required to legally remove non-friable (bonded) asbestos. This licence is issued by WorkSafe WA and is only granted to individuals or companies who demonstrate significant industry experience, strict compliance with regulations, and the ability to implement appropriate safety management systems and documentation.

By contrast, an asbestos removal “certificate” can typically be obtained after a short training course, sometimes as little as one day. This certification allows a person to work under the supervision of a licensed asbestos removal company, but it does not permit them to operate independently or contract asbestos removal work on their own.

Because of this, insurers will not provide Public Liability insurance specifically covering asbestos removal work to certificate holders who do not also hold the required licence. In practice, this means unlicensed operators are not properly insured for asbestos-related work.

While it may be easy for someone to claim they can remove asbestos, the real concern is whether the work is being done legally, safely, and in a way that protects the health of occupants and workers. Improper handling can leave behind invisible asbestos fibres, which pose long-term health risks, including serious asbestos-related diseases.

If you are engaging an asbestos removal contractor, it is essential to carry out proper due diligence. You can take the following steps to ensure they are properly licensed and compliant:

  1. Verify their licence number on the WorkSafe WA licence and registration search:

  2. Ask what documentation will be submitted to WorkSafe before the job begins, as notification is a legal requirement for licensed asbestos removal work.
  3. Request a copy of their Public Liability insurance policy, ensuring it specifically covers asbestos removal activities.
  4. Ask how the site will be cleaned following removal, and confirm that HEPA-filter vacuum equipment will be used as required under WorkSafe standards.
  5. Ask who will conduct the independent clearance inspection and provide certification confirming the site is safe for re-entry and free from asbestos contamination.

Taking these steps helps ensure the work is being carried out correctly, legally, and with appropriate safeguards in place.
